4 EXERCISE DETAILS

 

COMMUNICATIONS

 

(a) EQUIPMENT

 

Shipboard Maritime VHF equipment and hand phones shall be used throughout the seaward exercise.

 

All participating and observation craft shall maintain Listening Watch on VHF Ch 13, which will be used for the exercise.

 

(1) Suspension of exercise
"SUSPEND EXERCISE JOSE 96" - In the case of inclement weather where the exercise has to be temporarily suspended.
(2) Cancellation of exercise
"CANCEL EXERCISE JOSE 96" - In the case of some unforeseen circumstances where the exercise has to be cancelled.
(3) Termination of exercise
"TERMINATE EXERCISE JOSE 96"- The stand-down instruction upon full completion of the exercise.

 

5 SCENARIO

At 0700 hours on 27 August 96, the 250,000 dwt tanker "RESPONSE" voyage (a fictitious vessel ) was coming from the Gulf with a load of Arabian light crude oil. The tanker was drawing 21 metres draft and proceeding to the Shell SBM buoy with pilot on board and 2 tugs in attendance. It was approaching the Terumbu buoy. The engines were on dead slow and the vessel was proceeding at about 2 knots. As the VLCC passed the Terumbu buoy, the main engines failed. The pilot immediatly ordered both tugs to pull using full power to maintain and stem the tide. Forward tug-line parts. The tanker then turned broad-side-on to tide. Pilot gives orders to drop anchor. Starboard anchor is immediately dropped. The Anchor fails to hold and vessel runs hard aground close to Terumbu buoy at about 0830 hours.
